| 农村能源价值是在我国“城乡二元结构”下的社情、国情范畴内农村能源发展所要实现的目标及价值追求。实现农村能源价值是贯彻“以人民为中心”的发展思想、保障乡村振兴事业发展的必然要求。通过对山东省部分农村地区能源利用状况的研究可以发现,当前农村能源价值的实现仍然面临着能源生态价值未能凸显、能源经济价值欠缺、能源安全价值体现不足、能源正义价值未能实现等多重困境,直接制约着我国乡村振兴战略的实施。我国农村能源价值的实现需要综合考虑政府主导作用的发挥、法律法规的规范引领、城乡能源发展利益的统筹、经济发展与环境保护关系的协调,并需要创造性地探索村镇集体能源供给等多种能源发展新模式。 |

| The value of rural energy is the goal and value pursuit of rural energy development under the special "urban-rural dual structure" in China. Realizing the value of rural energy is the inevitable requirement of carrying out the development thought of "taking the people as the center" and ensuring rural revitalization. Through considering synthetically the current situation and existing problems of energy utilization in some rural areas of Shandong Province , the realization of rural energy value is still faced with multiple difficulties at present, such as the lack of energy ecological value, energy economic value, energy security value, energy justice value and so on. It directly constrains the development of rural revitalization. The realization of rural energy value in China needs comprehensive consideration of the leading role of the government, the normative guidance of laws and regulations, the overall planning of the interests of urban and rural energy development, and the coordination of the relationship between economic development and environmental protection. It is also necessary to creatively explore a variety of new energy development models, such as collective energy supply in villages and towns. |
