| 在关键矿产战略地位显著上升和中美战略竞争不断加剧的背景下,澳大利亚政府出台了关键矿产战略。该战略以依托财政扶持拓展融资渠道、重塑印太关键矿产产业链供应链、争抢关键矿产国际标准制定权、关键矿产工具化和武器化为战略取向。澳大利亚出台关键矿产战略主要基于发挥矿产资源优势、谋求成为印太关键矿产强国、占据对华关键矿产竞争优势三方面考虑,未来将致力于提升关键矿产的安全化以及澳大利亚在全球关键矿产供应链中的地位。中国应及时把握澳大利亚关键矿产战略的最新动向,准确认识澳大利亚将关键矿产“工具化”甚至“武器化”的实质,提前制定应对方案。 |

| Against the backdrop of the significant rise in the strategic importance of critical minerals and the increasing strategic competition between China and the United States,the Australian government has launched the Critical Minerals Strategy.It is strategically oriented towards expanding financing channels through financial support, reshaping the supply chain of the Indo-Pacific critical minerals industry, competing for the right to set international standards for critical minerals, and instrumentalizing and weaponizing critical minerals.Australia 's strategy is based on the following three considerations:giving full play to its advantages in mineral resources,seeking to become a key minerals power in the Indo-Pacific,and occupying a competitive advantage over China in critical minerals.It will lay foundation for enhancing Australia 's security orientation of critical minerals and position in the global critical minerals supply chain in the future. China should timely grasp the latest trend of Australia 's newly launched strategy, accurately understand the essence of Australia 's"instrumentalization"and even"weaponization"of critical minerals,and formulate countermeasures in advance. |
