| 全过程人民民主是选举民主和协商民主的统一。发展基层政协协商民主对于搭建群众表达诉求平台、创新基层民主实践、积累民主经验、丰富发展全过程人民民主在基层实践样态都具有极为重要的意义。为践行全过程人民民主,济南市政协创建了“商量”平台。“商量”平台经历了创建提升、延伸覆盖、数字赋能三个阶段的发展升级,形成了较为完善的运行机制,也为基层政协协商民主的发展提供了有益经验。新时代新征程基层政协推动全过程人民民主落地落实要以坚持党的全面领导为根本保障,把完善协商民主制度、机制和创新协商民主形式有效结合起来,积极推动政协协商与基层协商有效衔接,促进政协协商与基层社会治理有机融合。 |

| Whole process people 's democracy is the unity of electoral democracy and consultative democracy. Developing community-level CPPCC consultation is very significant for setting up the platform for expressing public demands, innovating community-level practice of democracy, accumulating democratic experiences, improving the community-level practice of whole process people 's democracy. To implement whole process people 's democracy, Jinan Municipal Political Consultative Conference has created a "Discussion" platform. After three stages of development and upgrading, i.e., creation and improvement, extension and coverage, and digital empowerment, the "Discussion" platform has formed a relatively complete operating mechanism, providing useful experience for the development of community-level political consultative democracy. In the new journey of the new era, the community-level CPPCC 's promotion of whole process people 's democracy should be fundamentally guaranteed by upholding the Party 's overall leadership, effectively combining the improvement of the system and mechanism of consultative democracy with the innovation of forms of consultative democracy, actively promoting the effective connection between CPPCC consultation and community-level consultation, and organically integrating it with community-level social governance. |
