| 实现社会和谐是人类历史上长期追求的社会理想,每一种社会都需要与之相适应的文化,构建社会主义和谐社会需要与之相匹配的和谐文化。从狭义的“文化”概念即观念文化出发,和谐文化至少应该包括法治、制度观念、公平观念、诚信观念和美德意识四个方面。和谐文化的建设主要有三个基本途径:坚持全面、协调和可持续的发展观,进一步改善人们的物质生活条件,同时公平对待每一个人的生存需要和发展需要;健全、完善相关制度,强化人们的法治意识,营造健康向上的社会环境;复兴中国传统中的“和”文化意识,延续“和而不同”的优良传统。 |

| The Major Ways to Construct the Harmonious Culture |

| Abstract: |
| It is human being 's long term pursuance of social ideal to realize the social harmony. Every society needs its own adapted culture. That is to say, the construction of socialist harmonious society requires the harmonious culture. In a narrow sense of "culture", the harmonious culture should at least include four elements:Ideas of rule by laws, fairness, honesty and virtues. There are three major ways to construct the harmonious culture:firstly, adhering to the general and coordinated outlook on development and improving people's living conditions; at the same time, we should think highly of fairness; secondly, perfecting the related laws and intensifying the people's consciousness of laws for healthy social settings and thirdly, regenerating Chinese traditional idea of harmonious culture and succeeding to the good tradition of harmonious society with characteristics. |
