| 改革开放以来,中国节能减排政策的演进可以归结为形成、发展、修正和融合四个阶段,整体呈现出政策内容逐渐细化、政策结构逐渐系统化、政策工具逐渐多元化、政策层次和法律效力不断提升的特征。面对快速城镇化和工业化的趋势,政府需进一步利用后发优势,提升政策的整体性和协同性,发挥市场型和信息型政策工具的作用。 |

| Abstract: |
| Since the reform and opening-up in 1978, the evolution of energy conservation and emissions reduction policies in China can be generalized as four stages:formation, development, modification and integration. In general, it shows the following change tracks:the policy content is gradually refined; the policy structure becomes systematized; the policy tools become diversified; and the policy level and legal effect upgrades continuously. Faced with repaid urbanization and industrialization, the government needs to make further use of late-mover advantages, improve the integrity and synergy of policies, and give full play to the policy tools both of incentive and information. |
