| 北洋政府是一个特殊历史时期的特殊政权,它实施的一些经济立法如解除民间兴办企业的限制,实行奖励制度,对创办实业进行扶植等,对中国经济和法制现代化转型起到了关键性作用。但由于北洋政府经济立法的历史局限性,它的经济立法活动受到了各种政治力量的张力制约,从而使其经济立法的历史推动作用大打了折扣。 |

| Abstract: |
| The Beiyang Government is a special regime in the particular historical period. Its economic policies such as relieving the restrictions on private enterprises, the incentive system for the establishment of industrial enterprises in fostering, executing incentive system and setting up industrial establishment etc. played a key role in the transformation of modern China 's economic and legal systems. But owing to the Beiyang Government 's historical limitations, its legislative activities had been restricted by the various political force tensions and its historical roles had been reduced. |
