| 滨州市在近几年粮食补贴政策落实中取得了恢复粮食生产、开垦可耕用地、调动种粮农民积极性等成绩,但在补贴工作开展中也暴露出效益不明显、缺少技术补贴、补贴过于分散、补贴运行成本较高、贯彻落实不够透明等问题。创新农业土地制度、发展适度规模经营,规范发展农业生产要素市场,调整补贴标准、方式和对象,加大对农村劳动力的教育和培训支出等改革和完善粮食补贴政策的措施,对于发展滨州农业、促进农民增收将会发挥重要作用。 |

| In recent years, Binzhou City has carried out the grain subsidy policy, resumed the food production, opened up wasteland, enlarged farmers grainplanting enthusiasm, but it also exposed some questions in the subsidy work development, such as the lack of technical subsidy, the divisions, the big work load, the high cost, implements and unclearness of subsidy, and so on. The innovation of agricultural land system, the development of moderate largescale management, the standard development of agricultural productionfactors market, the adjustment of the standard, method and object of the subsidy, the enlargement of the education and the training disbursement reform to the rural labor force and the perfect of grain subsidy policy will play an important role in the development of Binzhou agriculture and the promotion of farmer additional income. |
