| 2009年11月23日,国务院批复了《黄河三角洲高效生态经济区发展规划》,这标志着黄河三角洲的开发建设正式上升为国家战略,区域经济社会发展和生态环境保护必然成为一个重要的研究课题。黄河三角洲地区生态环境脆弱、市场机制成熟、经济基础雄厚,推行水污染物排污权交易条件已经成熟。作为一种已经被实践证明了的环境经济手段,通过完善相关的排污许可证、污染物排放总量控制以及初始指标分配制度,培育统一的市场,加强政府监管,必将促进黄河三角洲经济的腾飞。 |

| Abstract: |
| The "Yellow River Delta High efficiency Ecol economic Zone Development Plan" was approved by the State Council of the People 's Republic of China on November 23,9. This indicates that the development and construction of the Yellow River Delta officially rose to national strategies, and regional economic and social development and environmental protection must be an important research topic. Fragile ecological environment of the Yellow River Delta, the mature market mechanism, strong economic development prove that the water pollutant emissions trading is necessary and the improvement of the permit system, volume control and the initial target allocation to foster a unified market, and strengthening government regulation will greatly contribute to the great rise of economy in the Yellow River Delta. |
