| 东营作为黄蓝两大国家战略的交汇区,黄河文化、石油文化、孙子文化等在这里汇聚融合,其文化发展具有很大潜力。但是,东营在文化行政管理、文化人才建设、文化投融资管理、农村文化繁荣发展等体制机制上存在着一些制约因素。为此,东营应从战略高度重视文化发展,加快文化行政管理体制改革,创新公共文化服务运行机制,完善文化人才管理机制,拓展文化投融资渠道,推进新农村文化建设,健全区域一体化文化发展交流机制,促进文化事业和文化产业繁荣发展。 |

| As the intersection area of the Yellow River Delta High efficiency Eco economic Zone and Shandong Peninsula Blue Economic Zone (two national strategies), Dongying City has mixed the Yellow River culture, oil culture and Sunzi culture, which has great potential in development. However, there are also some constraints in prosperity and development of system mechanisms such as in cultural administration, cultural talents construction, cultural investment and financing management, and rural culture. Therefore, Dongying should attach great importance to cultural development in strategy, speed up the reform of cultural administrative systems, innovate the operational mechanism of public cultural services, improve the cultural talent management system, expand cultural investment and financing channels, promote cultural construction of the new countryside, perfect regional integration mechanism of cultural development and exchanges, and promote the prosperity and development of cultural undertakings and cultural industries. |
