| 蓝黄两区建设的协调互动和协同增效关系到蓝黄规划的顺利推进。从现有条件和客观需求出发,地理位置比邻交叠、功能定位各有侧重、发展优势差异化互补,以及面临的现实问题和发展使命一致是蓝黄两区建设协同效应的现实基础;从协同学的理论内核出发,服务协同与资源协同、政策协同与管理协同是蓝黄两区建设协同效应的理论预期;从局部到整体推进协调联动、优势互补、资源共享、统筹规划是蓝黄两区建设协同效应的实现路径。为此,需要从内部对接与外部协调、加强省政府引导、促进政策一体化、加强合作组织化与制度化、推进产业发展等方面积极实现两区建设协同效应。 |

| Abstract: |
| The key to smooth progress of the "blue and yellow" plan is to realize the coordination interaction and synergy effect of the "blue and yellow" areas construction. Analyzed from the realistic level, the two areas have the realistic basics to realize the coordination effect, that is, adjacently overlapping geographical position, the function focusing on its own orientation, development advantages of differentiated complementary, facing the common problems and development mission. Analyzed from the theoretical aspect, resource synergy, service coordination, policy coordination and management coordination are the theory expectation of the two areas constructing coordination effect. Therefore, we can see the coordination linkage, complementary advantages, resource sharing and the overall planning as the accessible path of the two areas to construct coordination effect. Therefore, we have to focus on the internal coordination and external cooperation, strengthen the guidance of provincial government, promote the policy integration of the two areas, improve the systematization and institutionalization of cooperation so as to realize the coordination effect of the construction between two areas. |
