| 为适应“双循环”新发展格局,文化和旅游部、国家发展改革委、财政部联合发文开展文化和旅游消费试点示范工作,计划到2022年建设100个试点城市、30个示范城市。在各省(区、市)按程序申报的基础上,2020年底公布了第一批国家文化和旅游消费示范城市、国家文化和旅游消费试点城市名单。通过综合考虑地域的代表性等因素,选取示范城市名单中鄂尔多斯、洛阳、青岛、杭州四个典型城市作为研究对象,采用层次分析法(AHP)构建文旅消费示范城市建设水平评价指标体系,并进行实证分析,计算出四个城市的综合得分,可以看出:构建的指标体系能比较全面、客观地反映四个城市文化和旅游消费示范城市建设的成效和不足,可为其他城市争创示范城市提供建设规划依据和实施方案参考。 |

| Evaluation and Empirical Analysis of the Building of Culture and Tourism Consumption Model City Based on Four Typical Cities |

| To adapt to the new development pattern of "Dual Circulation", the Ministry of Culture and Tourism, the National Development and Reform Commission and the Ministry of Finance jointly issued a document to carry out pilot and demonstration projects on the culture and tourism consumption, with a plan to build 100 pilot cities and 30 model cities by 2022. The list of the first batch of national culture and tourism consumption model cities and national culture and tourism consumption pilot cities was announced at the end of 2020 on the basis of the application procedures of provinces and cities. By considering the representation of the geographical factors, four typical cities, Ordos, Luoyang, Qingdao and Hangzhou, are selected as the research objects to build an evaluation index system for the construction level of cultural and tourism consumption model city by Analytic Hierarchy Process (AHP), and an empirical analysis based on the comprehensive score of four cities is carried out to calculate the total score of the four cities. The result shows that the index system can reflect the achievements and shortcomings of the construction of culture and tourism consumption of the four model cities comprehensively and objectively, and provide references for the construction planning and scheme implementation for other cities striving to be a model city. |
