| 《中共中央国务院关于加快建设全国统一大市场的意见》强调对各行业现有标准进行整合。目前我国润滑油基础油行业具有多个产品标准,这些标准在Ⅰ、Ⅱ、Ⅲ、Ⅳ、Ⅴ类基础油的划分上一致,但在具体到基础油型号时,企业间的指标并不完全相同,导致不同企业生产的相同型号的基础油在组成和性能上存在差异,从而增加了我国润滑油基础油行业的交易成本,也不利于其进一步发展。本次《意见》的出台为我国润滑油基础油的标准化推进工作提供了契机。在对我国基础油行业发展现状进行分析的基础上,从推进步骤和对策建议两方面对我国润滑油基础油的标准化问题进行了探究。在标准制定步骤上,可按照协调厂家意见、逐步推进和设定不同档次标准三个步骤来推进基础油的标准化工作。此外,从推动基础油期货上市、简化现有基础油标准、规范基础油生产工艺、规范下游市场、鼓励煤制油基础油和天然气合成油基础油的生产、 政府支持引导六个方面为推进基础油标准化工作提供了相应对策建议。 |

| The "Opinions of the Central Committee of the Communist Party of China and the State Council on Accelerating the Construction of a National Unified Market" emphasizes the integration of existing standards. At present, China 's lubricating base oil industry has a number of product standards, which are consistent with the division of I, II, III, IV, and V base oils. However, when it comes to the type of base oil, the indicators between enterprises are not exactly the same. Consequently, the same type of base oil produced by different enterprises results in composition and performance differences, thus increasing the transaction cost of the lubricating base oil industry and harming its further development. The introduction of this "Opinion" provides an opportunity for the national standardization of lubricating base oils. This paper analyzes the status quo in the development of the national base oil industry, and explores the national standardization of lubricating base oil in terms of promotion steps and countermeasures. In formulating standards, three steps can be followed to promote the standardization of base oils:coordinating the opinions of manufacturers, launching gradually and setting different grade standards. In addition, this paper provides corresponding countermeasures and suggestions for promoting the standardization of base oil from six aspects:speeding the listing of base oil futures, simplifying the existing base oil standards, standardizing the production process of base oil, regulating the downstream market, encouraging the production of CTL base oil and GTL base oil and strengthening governmental support and guidance. |
