| 新时代,我国公共安全面临着日益严峻复杂的挑战,人民群众的公共安全需求也不断提高,而我国公共安全治理体系从结构、体制机制到法律仍不够健全。新时代公共安全治理必须始终坚持以人民为中心,在加强党的领导基础上构建起政府与社会组织、市场组织一主多元、互补协同的公共安全主体结构,健全分工合作、协调统一的公共安全治理体制,完善动态有序、广泛参与的公共安全治理运行机制,全面推进公共安全治理法治化,加强公共安全治理的科技支撑作用。共建共治共享既是新时代公共安全治理的根本遵循,也是其主要的实现路径。 |

| Abstract: |
| In the new era, China 's public security is facing increasingly severe challenges and the public security needs of the people are constantly improving, but our public security system is far from perfect in terms of the administrative structures, institutions, mechanisms and law. The public security system must be built by adhering to people-centered philosophy of governance, and strengthening the comprehensive leadership of the Communist Party of China. In this light, we should build a mainstream public security body putting government, society and market into a multi-and complementary public security subject structure, create a sound governance mechanism with a clear division of functions and unified coordination, enhance the orderly operation dynamics with extensive involvement and participation, promote the comprehensive legalization of public security governance and strengthen the supporting role of technology. Co-construction, co-governance and sharing are both the cardinal guiding principles and the main path leading to public security governance in a new era. |
