基础设施投资对产能利用的影响——基于建筑业数据的实证分析

摘要:
基于DEA窗口分析法,测度中国内地31个省份建筑业2005—2019年的产能利用率,进而采用面板Tobit模型对基础设施投资与建筑业产能利用率的影响效应进行实证检验。结果发现:(1)中国建筑业平均产能利用率为79.9%,整体不存在明显的产能过剩,其中,2005—2011年呈阶梯式上升,2012—2018年呈波动下滑的趋势,2019年有所回升;分区域来看,产能利用率呈现东高西低的分布特征,东部地区产能利用率较高,中西部地区存在轻度产能过剩。(2)无论是国家层面还是区域层面,基础设施投资与产能利用率均存在明显的“倒U型”关系,基础设施投资可以在短期内提高产能利用率,但投资过度会导致产能利用率降低。(3)无论是否加入控制变量,基础设施投资与产能利用率均存在显著的“倒U型”关系,但控制变量的加入削弱了基础设施投资对产能利用率的影响程度,其中,机械化水平和城镇化水平对两者关系的冲击最大。

The Impact of Infrastructure Investment on Capacity Utilization: Empirical Analysis Based on Construction Industry Data

Abstract:
Based on the DEA window analysis, this paper measures the capacity utilization rate of the construction industry between 2005 and 2019 in 31 provinces of China and makes an empirical test of the impact of infrastructure investment on the capacity utilization of the construction industry by the panel Tobit model. The results suggest as follows:(1) The average capacity utilization rate of China 's construction industry is 79.9% with generally inconspicuous overcapacity and specifically rising stepwise between 2005-2011, dropping downward between 2012-2018 and increasing a little bit in 2019. If viewed regionally, the capacity utilization rate manifests high in the east and low in the west in its distribution with relatively higher utilization rates in the eastern regions and mild overcapacity in the central and western areas. (2) There is an obvious "inverted U-shape" between infrastructure investment and capacity utilization at either the national or regional level. Infrastructure investment can boost capacity utilization rate on the short-term basis, but overinvestment will trigger its decrease. (3) There exists a significant "inverted U-shape" between infrastructure investment and capacity utilization rate with or without control variables, however, the participation of control variables weakens the effects of infrastructure investment on capacity utilization rate with the mechanization and urbanization levels impacting the greatest.
