| 贯彻新发展理念,从“创新、协调、绿色、开放、共享”五大维度构建海洋经济高质量发展评价指标体系,建立五分位经典域的熵权物元可拓模型,基于2017年海洋统计数据,对沿海11个省(市、自治区)海洋经济高质量发展水平进行综合评价。结果表明,江苏、广东、山东、浙江4省海洋经济高质量发展水平位居前列,而广西、海南相对落后,区域水平落差较大;除广东省发展优势比较全面外,其他沿海省(市、自治区)都存在不同层面上的发展短板；海洋经济的高质量发展需要因地制宜、因区施策、全面发展。 |

| The paper constructs a five-dimensional evaluation framework for the high-quality development of marine economy and establishes the entropy-weight and matter-element extension model of quintile range to implement new development philosophy. The paper capitalizes on the statistics published in 2017 about the 11 coastal provinces, cities and autonomous regions to evaluate the five dimensions of innovative, coordinated, green, open and shared development of marine economy. Research findings suggest that four provinces like Jiangsu, Guangdong, Shandong and Zhejiang top the high-quality development list while Guangxi and Hainan rank lower with appreciable regional gaps. There also exist certain weak spots to be shored up for the coastal cities except Guangdong, which has an all-round competitive edge. It follows that the high-quality marine economy hinges on measures to local circumstances and regions to promote the comprehensive development. |
