| 提高能源效率一直被视为降低能耗的重要措施,但由此产生的能源回弹效应会减弱其节能效果。为研究环境规制是否能够抑制能效提高后带来的能源回弹效应,选取2001—2019年中国30个省份的面板数据,实证分析环境规制对能源回弹效应的影响,并基于多维视角对全国进行区域划分以探究域间差异。研究表明,在全国层面上,环境规制与能源回弹效应间关系呈倒“U”型;在能源贫乏区,环境规制达到一定强度后,其对能源回弹效应的影响作用由加剧变为抑制;在能源富集区,环境规制对能源回弹效应具有正向影响;在新能源丰裕地区,环境规制对能源回弹效应具有抑制作用;在以经济发展水平划分的五大区域中,环境规制在东部和西南地区对能源回弹效应起到抑制作用。鉴于此,适度加强环境规制强度、因地制宜实施环境规制政策、优化新能源发展模式、加大节能减排技术扶持力度,有助于减轻能源回弹效应及构建低碳高效的能源体系。 |

| Are Environmental Regulations Inhibiting the Energy Rebound Effect? ——A Multidimensional Differential Analysis |

| Improving energy efficiency has been seen as a key measure to reduce energy consumption with the possible issue of diminishing energy rebound effects on energy-saving efficiency. An empirical panel data analysis has been made of the multidimensional differential impacts of environmental regulation on the energy rebound effect to explore the regional differences in 30 sampled China 's provinces from the year 2001 to 2019. Five major findings have emerged from the analysis of the environmental regulations and energy rebound effects. At the national level, there exists an inverted U-shaped trend; in energy-poor regions, the impact changes from "aggravated" to "inhibited" at certain intensity levels of regulations; in energy-rich areas, the effects become positive; in the new energy-abundant localities, "inhibited" effects occur; in the five major economy zones, the "inhibited" effects emerge in the east and southwest of China. It is concluded that the energy rebound effect mitigation can be reached by moderately strengthening the intensity of environmental regulations, implementing environmental regulation policies suited to the local conditions, optimizing new energy development patterns, and increasing support for energy-saving and emission reduction technologies with a view to building low-carbon and high-efficiency energy system. |
