| 政府绿色治理政策是促进人与自然和谐共生的关键抓手。基于治理层次政策工具分析框架,以我国31个省级政府出台的生态环境保护相关政策文本为分析样本,采用内容分析法,借助Nvivo11plus质性分析软件,量化分析省级政府绿色治理政策工具选择和组合情况。研究发现,省级政府政策工具运用呈现如下倾向:战略层面“强独立行为限制与引导,弱多元共治体系构建”,战术层面“行政性方式为主,工具组合比例失调”,操作层面“高强制性,低自治(参与)性”。据此提出优化省级政府绿色治理政策工具体系的对策建议:战略层面推动构建多元主体合作共治的现代绿色治理网络体系,战术层面的工具选择与组合应符合“聪明治理”要求,操作层面增加非强制型政策工具的运用。 |

| Abstract: |
| The governments green governance policy is the key to promoting the harmonious coexistence between human and nature. Based on the framework for analysis of policy tools at the governance level, environmental protection- related policy texts issued by 31 provincial governments in China are used as the samples for analysis, and the content analysis method and Nvivo11Plus qualitative analysis software are used to quantitatively analyze the selection and combination of green governance policy tools of provincial governments. It is found that the provincial governments are "strong independent behavior restriction and guidance and weak multi- governance system construction" at the strategic level, "predominantly administrative in approach and disproportionate in the combination of tools" at the tactic level, and "high in coercion, low in autonomy (participation)" at the operational level. Based on this, the countermeasures and suggestions for optimizing the green governance policy tool system of the provincial government are proposed:promote the construction of a modern green governance network system among multiple actors at the strategic level, meet the requirements of "smart governance" at the tactical level, and increase the use of non- coercive policy tools at the operational level. |
