| 基于批评话语研究关于“话语”的认识,将国务院印发的《2030年前碳达峰行动方案》视为“国家低碳治理话语”的文本体现,将重庆市人民政府办公厅与四川省人民政府办公厅联合印发的《成渝地区双城经济圈碳达峰碳中和联合行动方案》视为“地方低碳治理话语”的文本体现。依据“双层—五步”话语互动分析框架,对碳达峰行动中“国家低碳治理话语”与“地方低碳治理话语”的纵向话语互动过程进行分析,发现这两个话语之间的互动:在语言使用层面,成渝行动方案的语体结构成分既有来自国家行动方案的、又有自己独创的；在社会因素层面,地方话语主体在贯彻落实国务院行动方案过程中发挥主观能动性,将两个话语主体之间上下级关系对话语互动结果的潜在作用变成事实,使成渝行动方案体现低碳治理的地方特征。这两个发现凸显出话语互动过程中“能动性”对互动结果的影响以及由此产生的话语互动的地方性。对此进行讨论,不仅诠释了话语互动理论的核心要义,而且呼应了社会语言学和话语研究关注的前沿课题。 |

| Discursive Interaction and Local Agency in Low-carbon Governance Action |

| Abstract: |
| This article,drawing on the conceptualization of "discourse" in critical discourse studies,takes the Action Plan for Carbon Dioxide Peaking before 2030,issued by the State Council as the text form of "national low-carbon governance discourse" and the Joint Action Plan for Carbon Peak and Neutrality in Chengdu-Chongqing Economic Circle,jointly issued by the General Office of Chongqing Municipal Government and the General Office of Sichuan Provincial Government,as the text form of "local low-carbon governance discourse". Then it applies the "2-level 5-step" analytical framework for discursive interaction to the analysis of the vertical discursive interaction of "national low-carbon governance discourse" and "local low-carbon governance discourse" in the carbon peak action.It is found that:(1)at the language use level,the generic structural components of the Chengdu-Chongqing Action Plan are not only taken from the national action plan, but also locally originated;(2)at the social factor level,the subjective initiative of local discourse subjects is exerted in the process of implementing the action plan of the State Council,which turns the potential of the superior and subordinate relationship between the two discourse subjects on the outcome of discursive interaction into a being,and makes the Chengdu-Chongqing Action Plan reflect the characteristics of local low-carbon governance.These two findings highlight the effect of local agency on the social outcome of vertical discursive interaction,which in turn brings about the locality of discursive interaction.The discussion of these issues not only interprets the core elements of discursive interactional analysis (DIA),but also echoes the recent concerns of Sociolinguistics and Discourse Studies on the issue of agency. |
