| 资源型城市不论是产业转型、经济转型,还是城市转型,都要把握城市发展的自然规律,发挥比较优势。以构建资源型城市新发展格局为指向的高质量转型,应聚焦城市“智慧”和“生态”建设的场景驱动效应,利用智慧创新的驱动力、生态共生化的协调力和城市发展的内需力,以创建智慧生态城市为方向,在城市文化、制度、环境、社会、经济等方面培育“智慧生态式”转型理念。结合资源型城市智慧建设的有利条件,通过对城市智慧基础层、生态环境层和智慧应用层的建设,创建城市发展的智慧生态基础;通过对城市中智慧文化、智慧制度、智慧环境、智慧社会和智慧经济等生态系统的建设,创建城市的智慧生态驱动场景,最终推进资源型城市高质量转型。 |

| Whether the resource-based cities implement industrial transformation, economic transformation or urban transformation, they should grasp the natural laws of urban development and give play to their comparative advantages. The high-quality transformation aimed at building a new development pattern of resource-based cities should focus on the scene driven effect of urban "wisdom" and "ecology" construction, and use the driving force of intelligent innovation, the coordination force of ecological symbiosis and the internal demand force of urban development to cultivate the concept of "smart ecological" transformation in urban culture, system, environment, society, economy, etc. in the direction of creating a smart ecological city. Combining the advantages of resource-based city smart construction, the smart ecological foundation for urban development can be created through the construction of the smart foundation layer, ecological environment layer and smart application layer of the city; Through the construction of smart culture, smart system, smart environment, smart society, smart economy and other ecosystems in the city, a smart ecological driving scene of the city can be created, and ultimately the high-quality transformation of resource-based cities can be promoted. |
