| 第四次工业革命背景下,新兴技术(包括新一代信息技术、人工智能技术、纳米技术、生物医药技术、量子技术、新能源等)飞速发展,全球生产力正在经历质的飞跃。新质生产力以人工智能等新兴技术的突破性进展为标志,在各行业得到广泛应用,推动了全要素生产率的大幅提升。发展新质生产力不仅影响一国政治经济,还具有深远的全球影响。一是通过改变国家经济实力、军事实力、话语权力而重塑全球力量对比；二是通过转移国家竞争焦点、形塑国际规则、影响联盟动态而改变国际竞合态势；三是将一系列新问题置于国际议程从而对现有全球治理体系提出挑战,同时通过为全球问题的解决提供新方案来加速全球治理变革和实践。 |

| The Global Effects of Developing New Quality Productive Forces |

| Abstract: |
| In the context of the Fourth Industrial Revolution, emerging technologies (including new information technology, artificial intelligence technology, nanotechnology, biomedicine technology, quantum technology, and new energy technology) are rapidly developing, leading to a substantial leap in global productivity. The new quality productive forces are marked by breakthrough advancements in general-purpose technologies (GPTs) focusing on emerging technologies such as artificial intelligence, which are widely applied across various industries, thus significantly boosting total factor productivity. The development of new quality productivity not only affects a country 's political economy but also has profound global implications. Firstly, it reshapes the global balance of power by altering national economic strength, military power, and discourse power; secondly, it changes the international competitive landscape by shifting national competition focus, shaping international rules, and influencing alliance dynamics; thirdly, it places a series of new issues on the international agenda, posing new challenges to the existing global governance system, while also accelerating global governance reforms by providing new solutions to global problems. |
