| 唐纳德·特朗普总统在第一任期对奥巴马政府的内政外交做出颠覆性改革,第二次执政后又在瓦解拜登政府气候与能源政策框架的基础上,进一步强化了“能源主导”战略,并呈现出鲜明的特点,即在政府决策上“去气候化”、环保政策上“去监管化”、能源开发上“再传统化”以及能源结构上“去可再生能源化”。比较两个任期可以发现,其能源战略在总体目标上高度一致,均追求以“美国优先”为核心的能源独立与经济增长。然而,特朗普第二任期在延续第一任期政策的同时,又表现出一定程度的超越,具体体现为:强化了反制度主义的单边外交,实施政策的手段更趋强硬,能源霸权也愈加显现。特朗普“能源主导”战略是一种以美国国家利益和短期经济收益为导向的政策主张,不仅阻滞了全球气候治理、引发地缘政治震荡,还削弱了美国在能源低碳转型领域的领导力,并加剧了美国联邦政府与州政府的分裂,使美国成为全球治理与绿色发展的制约性因素。 |

| Donald Trump implemented sweeping and disruptive changes to the domestic and foreign policies of the Obama administration during his first term.In his second term, he further reinforced the"energy dominance"strategy by dismantling the climate and energy policy framework established under the Biden administration.This strategy exhibits several distinct characteristics:de-climatization in government decision-making,de-regulation in environmental governance,re-traditionalization in energy exploitation,and a shift away from renewable energy in the energy mix.A comparison of Trump 's two terms reveals a high degree of consistency in overall objectives of his energy strategy, prioritizing energy independence and economic growth under the banner of America First. However,his second term not only sustains the core policies of the first but also demonstrates a certain degree of transcendence beyond the first,specifically manifested in a stronger anti-institutional unilateral diplomacy,more coercive policy instruments, and an increasingly assertive energy hegemony. Overall, this strategy, driven by American national interests and short-term economic gains,not only hampers global climate governance and triggers geopolitical tensions, but also undermines U.S. leadership in low-carbon energy transition, and exacerbates divisions between federal and state authorities. Consequently, it positions the United States as a constraining factor in global governance and green development. |
