| 随着数字化绿色化协同发展的深入推进,数据要素逐渐成为政府推动污染企业绿色转型的核心工具。通过构建“政府—社会公众—污染企业”三方博弈模型,系统刻画政府利用数据要素推动污染企业绿色转型过程中各主体的动态博弈关系,并在此基础上建立“双试点”准自然实验,基于2011—2023年686家污染企业的面板数据,采用双重机器学习方法开展实证检验。研究结果表明:政府能够利用数据要素促进污染企业绿色转型,而提高公众环境关注度、推动企业数字化转型、带动绿色金融发展是其中的重要影响机制;在环保重点城市、人口净流入城市和老工业基地城市,政府数据要素利用对污染企业绿色转型的推动作用更为显著;“双试点”地区相较于“单试点”地区具有更好的政策效果,并且先实施“互联网+政务服务”的“双试点”地区政策协同作用更为明显。 |

| Government Data Element Utilization and Green Transformation of Polluting Enterprises:Based on an Evolutionary Game Model and a "Dual Pilots" Quasi-Natural Experiment |

| With the in-depth advancement of the coordinated development of digitalization and greenization, data elements have gradually become the core tool for the government to drive polluting enterprises green transformation. By constructing a tripartite game model consisting of "government-the public-polluting enterprises", this paper systematically depicts the dynamic game relations of all participants in the process where the government leverages data elements to advance polluting enterprises green transformation. On this basis, this study constructs a quasi-natural experiment of "dual pilots". Based on the panel data of 686 polluting enterprises spanning 2011 to 2023, this paper carries out empirical tests via the double machine learning approach. The research results indicate that governments can employ data elements to boost the green transformation of polluting enterprises, and the vital impact mechanisms include raising public environmental concern, accelerating enterprises digital transformation, and stimulating the growth of green finance. The driving effect of government data element utilization on polluting enterprises green transformation is more prominent in key environmental protection cities, cities with net population inflows, and old industrial base cities. Regions with "dual pilots" yield superior policy effects relative to "single-pilot" regions; furthermore, the policy synergy effect is more obvious in "dual-pilot" regions that took the lead in rolling out the "Internet + Government Services" program. |
